Foobar2000 only includes the FLAC decoder needed for playback of FLAC files. To create FLAC files you need the FLAC encoder. I've never used foobar2000 to rip and encode to FLAC but I guess it uses the flac.exe command line encoder. Download the FLAC encoder binary from: http://flac.sf.net
