I would think you could do this with Windows XP, Vista or 7, without any 3rd party application, although I haven't done this myself. A web page explaining how to create data and music CD's in Windows XP is at http://www.microsoft.com/windowsxp/using/setup/expert/bridgman_august13.mspx . I'm guessing it works similarly in Vista and 7.
Are you looking for a bootable CD or just a data CD?
