There are so many factors influencing the distance of a transmitter that I do not think it is practical to give the output of a transmitter accordinge to the distance it will transmit. Therefore rating legality or illegality in say the amount of feet/yards a transmitter will work is simply not realistic. You should rather look at the power output I think.
