The sampling rate doesn't make a difference in the size of the file,
so there shouldn't be any consideration to go below 44.  I've seen a
lot of files encoded at 22 because the person thought it would halve
the file size, but that's only an old wives tale.  Try it yourself and
see if it makes any difference in the size of the file.  Encode the
same thing at the same bit rate but at 22 and at 44 sampling rates and
take a look at the file sizes.

As for bit rate, whatever sounds good to your ears.  I myself prefer
at least 64 for mono recordings because once you start going below
that, the digital artifacts start to creep in.  This translates to at
least 128 for stereo recordings.

Some people are ok with the lower sampling rates and lower bit rates,
while others can't stand to even listen to MP3 files at all, no matter
what the bit rate or sampling rate.  It's a very personal thing, so
whatever sounds good to your ears is your answer.
