Are you trying to open a MP3 or save to MP3? If saving then select file menu, select save as and you'll find "MpEG MP3 Audio" as listed as one of the formats you can save to.
When opening a file selected "All supported formats" in the file type of Goldwave and you should be able to locate MP3 files. If that doesn't work then you don't have the LAME-enc.dll file in your "c:\windows\system32" directory. LAME is a MP3 encoder which is freely available.
