I'm not sure where you're looking, but I just followed the links from the Rockbox 3.4 announcement, and I see the links to Rockbox for the different supported players, manuals in PDF format and English voice files. I just upgraded by Sansa to Rockbox 3.4 the other day, and I didn't have any trouble finding anything, including the English voice files. The direct URL is http://www.rockbox.org/download/byhand.cgi.
