Tim, if I read your question aright, then all you need do with Window-Eyes is
press control-alt-right arrow keys to cycle through screen, keyboard mouse and
all voices, and when you've got to the voice you want to adjust
usecontrol-alt- left arrow to cycle between pitch, tone, rate and volume. 
When on volume use control-alt-up-down arrows to adjust volume.

When you've got to the volume setting you want it is best to save the set file
by going into W-E control panel and arrowing down to save in the file menu and
saving the first option in the pull-out exteneded menu which is save set file.
 Back out of the file menu with escape and your task should be accomplished.
