It looks like Switch Sound File converter from http://www.nch.com.au/switch/index.html will do what you want. When you download it, you'll get a 14 day trial of the full software. After 14 days, it'll continue to work in a more limited fashion. From looking through the FAQ, it looks like it'll still convert from OGG in the free, more limited, version. I haven't tested this myself.
