You can start recording a TV program at 10 p.m., and the show is one hour 
long, and then start watching that program at 10-30 p.m., while the show is 
being recorded.

Ok, what I mean is, suppose you schedule a recording or start Total
recording manually and you want to play back what you've recorded?
Well normally you'd have to stop Total Recorder from recording and
then play the recording back? Time shifting means that you can start
the recording and after a preset time (say a number of seconds) you
can play back what's been recorded whilst the recording itself
continues, pause the playback if a phone call comes in for example and
the recording keeps going so you can resume from exactly where you
paused, does this make any sense?
This sort of feature is common place on video recording devices these
days.
