Get to the balance control by activating the equalizer window with alt+v-e-g. That's View, Enhancements, Graphic equalizer. Then you have to tab till you actually get to that window's controls. If your eq is off, you won't need to tab far to the balance control but if the eq is on, you need to tab past all the sliders.
It would be nice if WMP had direct control for the balance but it doesn't.
