Brandon, I ran into this same problem, just last week. I haven't found a program that will convert AC3 files to WAV. But I did find winampac3_1_01a.exe, a plug-in that allows Winamp to play AC3s. One word of warning though: when I first installed the plug-in, I needed sighted assistance to access the plug-in's configuration screen, to adjust the gain levels, so that it played at a normal volume. Other than that, it works fine.
