Just an average run-of-the-mill sound card is all you need, plus a program such as Gold Wave, Sound Forge, or a few others that are popular. You would, in short, connect the line out of your tape machine into the line in of your computer, set the volume properly (which is where I'm getting hung up here, it works just fine for me at home), and use your sound editor to record, clean up, and save the files. To go into any more detail than that would require a tutorial, which I'm sure exists somewhere.
