An external mixer is always the best way.  If you're doing this for
live concerts and productions, that's all you need.  You can feed the
PC into the mixer and control the volume of both the microphone and PC
right through the mixer.  If you're doing it live on the net, you'll
just need an additional connection from the output of the mixer to the
input of your computer's sound card, then a little creative tweaking
of the volume settings so as not to cause a feedback loop.  Apply some
external sound processing (like a compresser/limiter) or some internal
(like a DSP plug-in) and you're good to go.
