Um, nope.
 The bitrate is a combination of the bit depth and sampling rate, at
 least as it relates to PCM data. In
 uncompressed PCM, a file at 44,100 KHZ, 16-bit stereo has a bitrate of
 1411 KBPS, for example.
At 44,100 Khz, 16-bit mono, the bitrate is half, 705 KBPS.
The sampling rate is always common to both channels.
