This is a method, I believe, that is kind of like bariable bitrate. By this I mean that the bitrates will switch between 128 and 60 or something similar, depending of the complexity of the music and part of the small. By doing this, the music will sound just as good and the file will be smaller. Maybe this is wrong. Sorry if it is.
