I have enabled winamp global keys all the time and I have never had a problem using shift+arrow and ctrl+shift+arrow in goldwave. Probably something else is in question. All the best! Is there any chance you have another program that is hogging your control+shift+right and control+shift+left keys? Maybe you have Winamp's global keys enabled and you have set these combinations to be used there, or some other program such as that?
