What you seem to want is to change the file to 22,500, 16 bit, stereo.  

To do this will take two operations:

1.  With the file loaded, go to the processing menu and choose "Channel 
conversion".  Under that menu you will need to choose one of the several 
choices to change your file from mono to stereo and press enter to complete 
that process.

2. Go to the Processing menu and choose re-sample..  Under the resample menu 
you will choose 22,500, 16 bit.  I would suggest that you choose to interpelate 
at 4 by pressing the up arrow on that choice ( the default is 2), and then hit 
enter on the OK button.

Once the re-sample is complete your file will be at 22,500, 16 bit, stereo.  At 
that point you will be able to save at higher rates than 128.  Sound Forge 
limits saving to a max of 128 with a mono file.
