Don, If you want scrubbing, check out WavePad from http://nch.com.au/wavepad/masters.html
WavePad is actually free unless you want or need the more advanced features of WavePad Masters edition. The free version does a lot though so don't be fooled by the free part of it. The free version definitely does scrubbing with your arrow keys, and a lot more. Give it a try. This program in my opinion does not fit into the "you get what you pay for" category. If you want batch processing, regions, and multiple book marks, then you might want to pay for the Masters edition.
