Hi Scott.

This is jitter and will be caused by either a dodgy disc or a dodgy CD-ROM.
You may reduce or remove the effect by applying error correction when
ripping.  To do this:
1.  Start media player
2.  Go to tools and options.
3.  On the devices tab, locate your CD-ROM drive and tab to properties.
5.  Check the error correction checkboxes.

Your rips will now take longer but should yield better results.
