I hather you didn't get an answer to your question.  It doesn't appear that 
WMP has a junp or seak to time command.  There is a seak bar you can tab to 
then navigate with the arrow keys.  But, it only shows relitive values. 
Jaws sees it as a percent but it goes over 100%.

I think Winamp can play Windows Media formats if you have recent versions. 
You probably have to change your file associations to keep built in players 
from using  WMP.  However, I don't know if you can do this or not.
