OK, I answered my own question, and I don't like the answer.  I have
to do more research and find out just what's what, but it looks like
the following:

Playlists contain full path information for elements which are not in
the directory in  which the playlist was saved.  This means that
playlists are not portable.  To ensure a playlist's portability, it
must be saved in a location other than any location referenced by
elements within it, or the full path to tat element or elements will
not be saved.

Why doesn't the fool thing just save full paths no matter what?
Sheesh.
