Bruce, alt+3 is command to change the contents of the mp3 tag of the file. But usually in the last versions of the Winamp the user should pres ins+3 firstly and then alt+3 to rich the tag. Good luck! First of all, what is alt-3 supposed to do? I'm not aware of any function assigned to that key. Also, try alt+control+i to get to the library.
