it's uncertain. they pay royalties to a russian records organisation but the IFPI do not recognise this organisation as the international level.
so basically, allofmp3 may be legal in russia , but not really at the international level. however, there's really no way to have problem by using this service since you don't share files with others, if you only download from allofmp3. btw, sure it's a great service. I use it quite frequently, and since all legal music web store in france at least are totally unaccessible to blind people, I don't care about using allofmp3.
