If you keep tabbing in the save or save as dialogs, you will find the attributes section where you can specify both.

Looking under the Effects menu, I was able to do the resampling OK, but could not change the bitrate. I'd appreciate the HEADS-UP on how to CHANGE THE BITRATE.
