You can find the control panel by pressing start, then S until you hear "settings". Then press c for control panel.
If you don't have "What you hear," you may want to go into the options menu on the recording dialog box, either that or properties, and see if it's on the list of options to select. If so, check it and press OK. If not, I'm unsure as to how you can record what you want to record.
