Vinegar is a dilute solution of acetic acid. While it's unlikely you'd do detectable damage to the vinyl, why risk it?
Standard disc-cleaning solutions use a solution of water and isopropyl alcohol (rubbing alcohol). Also, * very Important * - never use isopropyl alcohol to clean the old 78-RPM records.
