Hi andrew I don't know of a tv card, but I do have a usb device which when connected to the pc, gives me the freeview system, both radio and television, and the software is remarkably speech friendly. There is also facility for recording both radio and television, plus the electronic programme guide. And the best part it only cost me 65 quid.
