Sorry, Andy, I have no other suggestions.  My system is also XP Home, but I
have never received the "resource is in use" error message that you get, and
my file menu for my CDR drive has always shown a "Write these files to CD"
item.  I can only suggest that you go into Windows Explorer or My Computer,
highlight, but do not click on, your CDR drive, and then press ALT-Enter to
bring up the properties for the drive.  On my drive there is a tab in the
properties menu that allows you to tell XP what to do with disks inserted
into the drive, and there is one for blank disks that lets you choose to
burn them.  If, having checked that choice, you still don't find success, I
am all out of ideas for you.
