I'm going to take a wild swing, I could be totally off-base. Is it possible that your customer has an internal RAMDISK program or something like that, and it's eating up most of the internal memory? I had a similar problem, trying to put a 4 MB .pdb into a Palm with 8 MB memory. It should have worked, except there was a ram disk eating up some available memory.
You can get the T5 simulator from PalmOne, if you haven't tried it, yet. Regarding your idea of copying the file to an SD card, that would work, but most likely, the customer would still have to copy it into internal memory to use it, unless it's a very enlightened application. I do know that I have had success in putting a ~40 MB text file (60 MB when uncompressed) into a .pdb, UNDER THE SIMULATOR.
