Pete, Go to http://www.palmsource.com/developers/ To sign up for the Palm developers program. While you are there, pull down the Palm OS Developers Suite (PODS). This is a free download. PODS has the Eclipse IDE bundled with compilers, SDK, and samples for doing vanilla Palm OS development.
Then, go to http://pluggedin.palmone.com To get the palmOne SDKs, including the Treo 650. Integrate the SDK into PODS. If you want to pay for a commercial product, Metrowerks CodeWarrior is popular among Palm developers, but it's a little out of date. Make sure you download all the updates from the Metrowerks web site. You will need to integrate the palmOne SDKs into your CodeWarrior installation. You will be able to write Treo code with CodeWarrior but you might not be able to use it if you want to do development for Cobalt (Palm OS 6).
