Dunno. But FYI, this also looks like a problem:
FrmDrawForm(pForm);
handled = true;
--------should have break here--------
case ctlSelectEvent:
I find it hard to read your indenting, but I think the missing break
will cause handled to be set back to false in the default: case of your
ctlSelectEvent.
