"Advanced Palm Programming", a book I coauthored with Ray Rischpater, has code that shows how to scroll a bitmap. It does essentially what Logan describes, except it responds to dragging the pen around the screen:
the best approach is probably to make an offscreen window from the bitmap (using WinCreateBitmapWindow()) and then use WinCopyRectangle() to copy whatever portion you desire into the draw window. (You can get the draw window from a formptr with FrmGetWinHandle().)
You can get a used copy of the book on amazon for about $8.
