This was trivial to do...
Get a palm serial cable (NOT a hotsync cradle). These are cheap.
Run codewarrior (will codewarrior lite also do?).
Set up Edit / Preferences / Palm Connection Settings to Palm OS Device
Go to Palm / Open Debug Console...
(codewarrior should now prompt you to enter the shortcut dot 2)
use the debug console's "DM" command to dump memory
I was able to do this to peek at random parts of memory throughout the device.
All you need now is a memory map, and some patience with Windows cut&paste
