PDB databases from what application? If it's JFile / JFilePro then there is already a converter available that you could find by searching on PalmGear. For other db apps, there may or may not be converters available. However, asking for a converter "for .PDB databases" is like asking for a program to read word processing documents (MS Word? WordPerfect? Which version? ...)
