"PDB" is not a format. It is a meta-format. It represents
a Palm database on non-Palm file systems. But the format
of data within that database is completely dependant upon
the application that will be reading it. A "DOC" database
is completely different than an "iSilo" database, even though
both are document readers.

Routines to handle the mechanics of the PDB "metaformat"
can be found with the tool that was created to showcase
them (PAR) at http://www.djw.org/product/palm/par/index.html

But this is only half your job.
