Both are fixed. This was using the old placeholder tag for what SPDX eventually
adopted as "Knuth-CTAN".

Not trivially. This is how tex has done patches for a while now.

Ehhhhh. Tex pulls its licenses from the license tarball and uses those files
consistently. We can delete the COPYING file out of the docs here if needed,
but I think this is harmless.

No, this one seems less useful. I've deleted it in -6:
