pdfio-devel includes code128.ttf which is used by code128 example code - the
font is not packaged in Fedora, but IMO it is not worth of effort to package it
separately for PDFIO examples. It got license from original code128 project -
GPL-2.0-or-later.

* pdfio is library, documentation is in -doc subpackage.
* The code128 license file is old, with old FSF address. The project itself is
stale, so nobody will fix the address. code128 license is included because of
code128.ttf.
* dangling symlinks work once the package is installed - the symlinks point to
existing fonts, which are set as "Requires:" of pdfio-devel.
