I wondered why I didn’t see any issues, and the reason is that these are all
covered by compat packages:

- https://src.fedoraproject.org/rpms/rust-base64_0.21
- https://src.fedoraproject.org/rpms/rust-ordered-float4
- https://src.fedoraproject.org/rpms/rust-strum-0.26
- https://src.fedoraproject.org/rpms/rust-thiserror1

So this is fine, policy-wise and practically, but it is always helpful to Rust
packaging in Fedora as a whole if I can reduce the number of dependencies on
compat packages.

Some of these are already open as upstream PRs and are languishing, e.g.
https://github.com/CycloneDX/cyclonedx-rust-cargo/pull/687 for base64 opened by
dependabot a year and a half ago.
