Regarding the "mo" locale:
I think this is caused by using Weblate for translations, since it affects
basically all elementary projects.

I filed this bug a while ago about unowned directories for "mo" locale:
https://bugzilla.redhat.com/show_bug.cgi?id=2251577

So, as it turns out, even the new non-deprecated "ro_MD" is not owned by
filesystem either.

So this should really be fixed in the "filesystem" package. Not sure who's
responsible for that - the "upstream" project has last been updated ~2 years
ago, and a PR to add "mo" and "ro_MD" has been open for half a year.
