Do you mean you ran:

pcs resource create hpocrtms ocf:heartbeat:ocrtms cstype=active 
rtmsdir=/media/sf_Desktop/rtms

AND

pcs resource create hpocrtms ocf:heartbeat:ocrtms cstype=active 
rtmsdir=/media/sf_Desktop/rtms op monitor interval=3s

?

Because that would try to create the same resource twice.
