You didn't give much additional information, so we're a bit reduced to guesswork. My guess is that Pacemaker previously attempted to promote the resource, failed, recorded the failcount, and you didn't clear it so it doesn't try again. But like I said -- it's just a guess. DRBD configuration and a CIB dump (cibadmin -Q) would be helpful, but don't post those here -- instead upload them to pastebin, fpaste, pastie or similar and post the link here. The DRBD log snippet you gave in your followup post is also inconclusive; one would expect that there are some messages prior to "drbd0: disk( UpToDate -> Failed )". So you may want to include your kernel log in that paste also.
