Dear OVS community team,

Greetings! I'm a user of OVS who has been using it extensively for building
my virtual networks, conducting various experiments and studies on OVS.
Recently, while performing the OVS hot upgrade using the "ovs-ctl restart"
command, I encountered an issue where setting "flow-restore-wait" to false
resulted in the clearing of datapath flow tables, leading to a packet drop
of around 10ms. I am curious to know whether this phenomenon of flushing the
datapath flow table is a designed mechanism or a bug.

I would greatly appreciate if the OVS community team or anyone with relevant
knowledge and expertise could help me clarify my doubts regarding this
issue.
