Have you considered using the "downstream" Ubuntu source packages found
on Launchpad?
Rebuilding (libbpf_0.8.0-1.dsc,) dpdk_21.11.1-0ubuntu0.3.dsc,
openvswitch_2.17.0-0ubuntu1.dsc(, ovn_22.03.0-0ubuntu1.dsc,
strongswan_5.9.6-1ubuntu1.dsc) in said order /did/ produce an
"openvswitch-switch-dpdk_2.17.0-0ubuntu1*.deb" package for me. (I'm
using "pbuilder" instead of "docker buildx" on an arm64 build machine,
but in the end, that's just another set of wrappers around "apt
build-dep", "dpkg-buildpackage".)
