"rw" is determined in SysConfig at Edit Config Settings in Ticket -> Frontend::Agent::Dashboard in Permission in each dashlet. if you so desire, you may change this from rw to ro. Note that the dashlet is default rw to reflect availabiltiy to the agents that are supposed to be able to work on the ticket. Do you have a reason to provide all access except for rw?
