There is DBD::Sybase http://search.cpan.org/~mewp/DBD-Sybase-1.14/ which uses FreeTDS to connect to MSSQL servers (I use it on our monitoring program, Xymon, to check the database is alive and well via perl scripts) - but I've no idea how/if DBD::Sybase could be utilised by OTRS, my guess is it will require some tinkering with the underlying OTRS code.
