I have found out this lines:
# enable this if you use oracle
#use DBD::Oracle ();
#use Kernel::System::DB::oracle;
And the problem with closing tickets are not permanently, it appears
sometimes.

I tip that you are using Oracle. You need to put your ENV setting for
Oracle settings in $HOME/scripts/apache2-perl-startup.pl
