Hi,
I guess you're using the web front end to turn it off which sometimes hasn't
worked for me, try to edit /opt/otrs/Kernel/Config.pm and make sure you've
got:
$Self->{'SecureMode'} = 0;
Save changes, restart otrs and give it a go ;)
