It should be no more than setting this in /opt/otrs/Kernel/Config.pm:
# (The database DSN for PostgrSQL ==> more: "man DBD::Pg")
# $Self->{DatabaseDSN} =
"DBI:Pg:dbname=<OTRS_CONFIG_Database>;host=<OTRS_CONFIG_DatabaseHost>;";
Watch out - the last line of the above wraps! Find the 'original' entry
buried in /opt/otrs/Kernel/Config/Defaults.pm, somwhere around line 155.
See http://doc.otrs.org/1.1/html/install-cli.html and esp.
http://doc.otrs.org/1.1/html/install-cli.html#INSTALL-CLI-DATABASE
for a quite comprehensive set of instructions to manually setup OTRS.

Is opennms capable of sending an email? That's it.

You got good beer over there? Hm...
