We tried to upgrade GeoNode to 4.x but it did not work out on the first try, so we kept the same packages as in OSGeoLive 15.
GeoNode 4.x packages are available here:

About uploading a layer: GeoNode requires a special build of GeoServer to work as expected. Since we are using the official GeoServer package for OSGeoLive, some GeoNode functionality is not going to work.

The future strategy needs to be discussed.
