PerfectTIN is at 1.0beta and has been stuck there for want of beta testers. Would someone like to test it? It processes point clouds of terrain, so you'll need some point clouds.
Does it need to be packaged for inclusion in OSGeoLive? I'm still running Focal; the existing packages should need to be modified only slightly to update the version of PerfectTIN and the distro version.
